Alberta iGaming registry — month two

Reporting period: 13 August – 13 September 2026 · Issue 2 · Published · Corrected

This is the second monthly record of what changed on Alberta's public gambling register and on the regulator-approved site list. Unit, stated once: the register is counted as 53 brand rows across 39 legal entities in class iGaming - Operator. Issue 1 used both figures without saying so; this issue and every later one use this unit only.

The headline

The operator layer of the register did not move for a month, and four brands went live anyway. Across eleven archived exports from 13 August to 12 September, the set of iGaming - Operator rows (entity, stream, expiry) is byte-identical in every one: ten consecutive comparisons, zero changes. In the same weeks the approved-sites directory added four brands. Registration and opening a door to an Alberta player are two different events, and this month only the second one happened.

Registrations

The full register grew from 355 to 360 rows between the 13 August and 12 September exports. None of that movement was an operator.

The brand-to-entity map was last re-verified on 13 August. The end-of-period figure of 53 rows across 39 entities rests on the exports proving that the operator entity set did not change through 12 September, not on a fresh brand-level pass.

Who went live

Against the AiGC approved-sites directory, live brand rows went from 23 to 27. The first directory archive inside the period is dated 18 August; the previous archive (6 August) shows the same count, so the 13 August value is not in doubt but is not an archived observation either.

The gap nobody publishes

Of 53 registered brand rows as of 13 September, 27 are live, 4 have announced a launch, 1 has stated a later date, and 21 have shown no public sign of launching at all.

Issue 1 had 23 live and 23 with no public sign, of 51. The register added two rows in the meantime and the live list added four brands. Nearly forty percent of the register has still not opened a door to an Alberta player.

Method note — the two-pass add rule

Issue 1 introduced a two-day rule for removals after a one-day export artifact. This issue adds the symmetric rule for additions, and states how it was learned.

On 10 September at 20:15 UTC the directory archive held a new card, Ruby Fortune, and the dataset was upgraded on that single pass. A second fetch at 20:21 UTC the same evening returned the directory without the card. The upgrade was superseded the same evening, in public, with both commits on the record. The card returned on 12 September and held on 13 September, byte-identical between the two archives, and only then was the brand recorded live. A post by the directory's operator, seen on 13 September and referring to the addition the day before, was archived as a second, independent observation.

Rule from this issue on: a new directory card is a candidate on first sight and is recorded live only after two consecutive daily passes. Same policy as removals, same reason: one day of presence is not evidence of presence.

Concentration

Mapped to brands, the market is more concentrated than the operator count suggests: Apollo Entertainment Limited stands behind 7 casino brands; Cadtree Limited and Skill On Net Ltd. 4 each; Bally's Canada, Inc. and ElectraWorks Maple Limited 2 each; the remaining 34 entities carry one brand each. Two of Cadtree's four brands went live in this period.

By product: 22 brand rows are sportsbook-capable, 27 are casino-only, 4 are unclassified because AGLC publishes no operating-as name for them.

Method and reuse

Registry data is diffed daily against the AGLC registrants database export. Live status is resolved against the AiGC approved-sites directory. Every snapshot is archived with its date; the underlying dataset, including the brand-to-legal-entity map, is published under CC BY 4.0 and free to cite. As of 15 September the dataset is listed in the Alberta Gambling Research Institute's Gambling Information Sources.
