That wording claimed arithmetic that does not exist: no weighting, per-factor scale or formula has ever been published anywhere on this site, so no reader could reproduce a rating and no rating was ever derived from one. An internal evidence inventory also found that four of the five factors carry no fully sourced value for any operator — only licensing and compliance does.
